The Office of Human Resources has worked to resolve the system issue that was previously identified in BizLibrary. At this time we believe that all employee trainings prior to the reset have been updated if you log into the system and notice that your previously completed trainings are showing as incomplete, email hr@alfredstate.edu.

Albany has made direct deposit an option for you to make changes to existing deposit accounts or even add a new account.
You will need to go to NYS Payroll online. (The icon directly below time and attendance. You must get on going through Alfred’s portal)
Once in, your options will be on the left side of your screen. Making a change to your current direct deposit. Once you make your change, you will need to submit.
If adding a new account, you will need to make sure that you put all your numbers for your account number. Too many times, numbers are left out. You don’t want your money going to someone else.

New York State employees may qualify to participate in the Federal Public Service Loan Forgiveness Program (PSLF). The PSLF Program forgives the remaining balance on Direct Loans after 120 qualifying monthly payments are made under an accepted repayment plan and while working full-time for an eligible employer. Alfred State is an eligible employer.

Due to an unexpected system error, we have reset the annual training records in BizLibrary for the 2024-2025 trainings. Before making this adjustment, we were able to generate a list of employees who completed their trainings and those who had completed individual trainings within the Learning Initiative. As this is an extensive list, it will take a bit of time to update manually and the manually updated files should be completed by the end of the day on Friday, December 13th.

Reminder on Holiday Gift Exchange Rules
When state employees exchange gifts, the key factor in determining if a gift is allowed is whether it could appear as an attempt to influence the recipient of the gift in the performance of their state job or is intended as a reward for the employee’s official action. Gift giving among employees during the holidays is generally permissible as long as participation is optional (with that option communicated clearly) and there is no intent to influence decision-making. Supervisors should be especially careful not to create an expectation that gifts are expected or required.
Rules on Gifts from External Parties
State officers and employees are prohibited from soliciting or accepting gifts of more than “nominal value” from individuals and entities that lobby or do business with the state, known as “interested sources". The Commission will generally consider something that has a fair market value of $15 or more to be a gift. A gift includes but is not limited to money, services, loans, travel, lodging, meals, refreshments, entertainment, or a promise having a monetary value. State employees who violate the gift ban are subject to a fine of up to $40,000 and the value of the gift.

The Productivity Enhancement Program (PEP) offers eligible employees the opportunity to trade accrued vacation or personal leave (excluding sick leave) for a credit toward the employee share of their NYSHIP health insurance premium for the 2025 calendar year. The number of days that can be exchanged depends on the employee's salary grade or level. Vacation and personal days applied to PEP will be deducted from leave balances when the PEP application is processed, so employees must ensure they have sufficient leave remaining.

Alfred State College is committed to community safety and the uninterrupted continuation of essential operations during severe weather conditions, emergencies, and unforeseen circumstances. Additionally, the college has an obligation to inform employees of essential status. To best meet the needs of each department, supervisors will determine the appropriate action required of employees in the varying scenarios that may arise.
Notification to Employees: In the coming days, supervisors will receive written notices for all employees in their department. This notice outlines employees essential status and the expectations that come with it.
Supervisor-Employee Conversation: Supervisors will discuss with employees their essential employee designation and the responsibility it entails as well as potential scenarios and procedures expected when classes are canceled and/or offices are closed. Both the supervisor and employee must sign the form to acknowledge that they have reviewed the essential employee designation and discussed the associated procedures. Employees should retain a copy of the signed form for their records.
Return the Form to HR: Please return the signed document to Human Resources by November 20, 2024.

As the colder weather approaches and flu season draws near, we encourage you to think about getting your flu shot. The Office of Human Resources has partnered with Alfred Pharmacy to make it convenient for you to receive your flu shot right here on campus. They will be available on Thursday, November 7th; 10:00am – 3:00pm in the first-floor conference room of the Huntington Administration Building.
The best part? There's no cost to you at the time of service. All you need to do is sign up for a time slot (scroll over to November 7th) using THIS link and bring your photo ID and insurance card with you.
For your convenience, we'll send out reminders to those who sign up, and we'll also include a copy of the consent form to bring with you on the day of your appointment. Stay healthy and protected this flu season by getting your flu shot on campus!

Election Day 11/5/2024 - NY Time Off to Vote
If you are a registered voter, and if you do not have 4 consecutive hours to vote, either from the opening of the polls to the beginning of your working shift, or, between the end of your working shift and the closing of the polls, you may take off up to 2 hours, without loss of pay, to allow you time to vote.
Employees must provide their supervisors with at least two working days’ notice of the leave request. Whether the leave is to be taken at the beginning or end of the employee’s regularly scheduled work shift shall be determined at the employer’s discretion and based on the operating needs of the department or college.

UUP 2024 Discretionary Salary Increase (DSI) Requests
The UUP contract provides for discretionary salary increases in Fall 2024 with a pool amount equal to one-half percent of the total of the basic annual salaries on June 30, 2024. This round of DSI is intended to recognize employee performance from June 1, 2023- May 31, 2024. Approved increases will be added to employee’s basic annual salary retroactively to July 1 or September 1 as appropriate to professional obligation.

Did you know that Licensed Veterinary Technicians are a key part of the health and well being of your pets when they are in a Veterinary Hospital, and even when your pet is home with you, but you have questions about their care? They do everything from blood draws to lab work, monitoring anesthesia to assisting in surgical procedures, dispensing medications and ensuring you understand why that medication was prescribed and how to properly administer it when you take your pet home. They are counselors, educators, scrub nurses, physical rehabilitation specialists, surgical assistants, radiologists, ultrasound technicians, post op recovery nurses, nurse anesthetists, pharmacy techs, behavior specialists, schedulers, and so much more. They are highly trained, and can do the job of 20 different people on the human side in one day.

SUNY has mandated that all employees complete Title VI training by September 30. The SUNY developed asynchronous training was provided to campuses and is now available in BizLibrary. This training is essential to ensure all members of the Alfred State community know how to prevent and report instances of discrimination, including but not limited to those that fall under Title VI. Title VI of the Civil Rights Act of 1964 extends protections to students and employees from discrimination based on race, color, or national origin, including shared ancestry or ethnic characteristics.
The deadline for completing this training is the end of the day on September 30th, and it is crucial that all employees complete it on time.
Even if you attended the training during Professional Development Week, SUNY is requiring all employees complete this training and the quiz to show comprehension.

Given the limited time available, please prioritize this training. Your prompt attention to this requirement is appreciated as we work to ensure compliance across the campus.

Since the 2023-2024 payroll year was a leap year and 2024-2025 is not, the pay on this check is split: 17 hours were calculated using the leap year factor and 63 hours using the non-leap year factor. However, pay stubs only show the 63 hours with the non-leap year rate, which may cause confusion.
In summary:

The Office of Mental Health offers all employees an opportunity to practice various coping skills and strengthen their resilience through OMH Wellness Groups, which aligns with OMH’s vision of supporting a healthy workplace environment. The groups include deep breathing and simulation exercises to allow employees to practice rather than have group discussions. Group sessions offer a warm, inviting space that fosters relaxation virtually and provides examples of calming techniques and basic coping skills. Remember that the mind and body are one, and psychological health is just as important as physical health to your overall well-being.

Civil Service Law provides for state employees to use paid leave without charge to leave credits, for up to four hours total per calendar year, for screening for all types of cancers. This applies to all bargaining units.
SUNY has a non-chargeable type of “Cancer Screening” in the dropdown menu within the Time and Attendance System. Employees must also have their doctor complete, and then submit to HR, the Cancer Screening Leave Form found on the Human Resources webpage of our intranet.

The Commission on Ethics and Lobbying in Government requires that all state officers and employees receive ethics training within 90 days of hire and each year thereafter. The ethics law restricts certain business and professional activities, both while in state service and after separation to prevent corruption, favoritism, undue influence and abuses by current and former state employees. Information on New York State Ethics can be found at https://ethics.ny.gov/.
Ethics training aligns with the calendar year. If you completed Ethics training last fall, you are required to attend training again this year. However, if you participated in a session last spring, you are not required to retake the training in 2024.
Please note that overtime will not be approved for this training. Additionally, employees who do not attend the full duration of the training will need to retake the training when it is offfered at another time later this semester. The $1,500 UUP Lump Sum Payment has been processed in pay check date 7/31/2024. In order to be eligible for this payment, all three of the following criteria must be met;
1. On the date of contract ratification (8/24/2023), employment status must be Active, Leave with Pay or Leave of Absence
2. On 09/01/2023 OR the first day of the semester beginning nearest to 09/01/2023, whichever is later, employment status must be Active, Leave with Pay or Leave of Absence
3. On 04/30/2024, employment status must be Active, Leave with Pay or Leave of Absence (employees on Leave of Absence in most cases will be eligible for the lump sum payment if returned to payroll by 6/30/2025 as long as all other criteria are met)

The B-140 SUNY Tuition Reimbursement-Assistance Program waives partial tuition expenses for career-related, credit bearing course work taken through SUNY. Please note if your bargaining unit provides a tuition waiver benefit, you must use that tuition benefit prior to your participation in this program. The B-140 may only be used for a second course during a semester/summer session. You must be actively on payroll for the duration of the course. The tuition amount waived depends on the remaining available funds for 2024-25 and the number of applications. To apply for fall, submit a completed Form B-140W, Application for Tuition and Fee Assistance, to Human Resources by July 15.
The following criteria, in priority order, is used in determining funding for applications:
Employees are eligible to apply after six months of employment. Assuming funds are available, tuition for an Alfred State course is funded up to 100%. Tuition at other SUNY campuses is funded up to 50%. Employees pay all fees other than tuition. Final awarding of funds is contingent upon the successful completion of the course.
Part-time employees, working at least half time will be entitled to the same benefits as above. Part-time employees, working less than half time, will be entitled to one-half of the level of full-time benefits. The collective bargaining agreements between the State and CSEA, Council 82, M/C (Grade 22 and below), DC-37, NYSCOPBA, PBANYS, and PEF, allow employees to waive holiday compensation.
Consequently, between April 2 and May 15, 2024, employees may elect to change their holiday waiver, in writing, using the Holiday Waiver form found on our website, under Human Resources forms WAIVER OF ADDITIONAL MONEY FOR HOLIDAY WORK (alfredstate.edu. This form must be on file if you elect to waive holiday pay and choose to receive instead compensatory time off for holidays worked. The waiver will remain in effect until at least April 1, 2025. Employees may also elect to revoke any waiver of holiday compensation now in effect by filing this same form. If you wish to keep your current holiday pay or waiver status, you do not need to submit an updated form.

As per the updated guidance issued by the CDC on March 1, 2024, isolation is no longer mandated for individuals experiencing symptoms of respiratory illnesses, including COVID-19. Instead, the emphasis is placed on individuals staying home and away from others until at least 24 hours after their symptoms have improved, without the use of fever-reducing medications.
Given this update, it is unlikely that mandatory or precautionary orders of quarantine or isolation related to COVID-19 will be issued by relevant authorities. Therefore, absent employees must utilize appropriate accrued leave credits, typically sick leave, if they wish to have their absence covered with pay.
We ask all employees to adhere to the CDC's recommendations and take responsibility for their health and the well-being of our workplace community. If you are feeling unwell, it is important to stay home and absent yourself from work until you are symptom-free for at least 24 hours, without the use of fever-reducing medication. We remind all employees to continue practicing good hygiene habits, such as covering coughs and sneezes, frequent handwashing or sanitizing, and cleaning frequently touched surfaces.

A key component of this initiative is for all state employees to complete an anonymous survey about their disability status. This survey, designed to gather insights, will be overseen by the Chief Disability Officer for the State of New York, ensuring that all state employees are accounted for. Employees are encouraged to complete this survey within five days from the launch (by Friday, February 23, 2024). The survey, called the Voluntary Self Disclosure of a Disability, can be found here. As part of our ongoing efforts to maintain a secure digital environment, we would like to remind all employees to remain vigilant against suspicious emails. Recently, there have been reports of phishing attempts targeting different members of our organization. These emails may appear to be from legitimate sources or contain urgent requests like a change in direct deposit accounts, but they are designed to trick you into revealing sensitive information or downloading malware.
To protect yourself and our company's data, please adhere to the following guidelines:
1. **Verify the Sender:** Before opening any email or clicking on links, check the sender's email address carefully. If it looks suspicious or unfamiliar, do not interact with the email.
2. **Exercise Caution with Links and Attachments:** Avoid clicking on links or downloading attachments from unknown or unexpected emails. If you are unsure about the legitimacy of a link or attachment, contact our IT support team for verification.
3. **Be Wary of Urgent Requests:** Phishing emails often create a sense of urgency to prompt quick action. Take your time to evaluate the email's legitimacy before responding.
4. **Report Suspicious Emails:** If you receive a suspicious email, report it immediately to our IT support team. Do not forward or reply to the email, as this can further propagate the phishing attempt.

This SUNY Award recognizes classified service employees for excellence and superior service to our students and the community. Classified service includes members of CSEA, NYSCOPBA, PBANYS and PEF.

Human Resources has identified an issue with the annual training video for SUNY Internal Controls. Currently, the video is displaying an error, rendering it inaccessible for viewing. As a result, employees are unable to complete their mandatory trainings. We are working with our partners at SUNY to address and resolve this issue. Enrollment in the Flex Spending Accounts for 2024 is Nov. 1 through Dec.11, 2023. The program can assist state employees in saving money to pay for necessary health or dependent care expenses because money you set aside in your accounts is not subject to federal, state, and social security taxes. Please note even if you participated in Flex for 2023, you must re-enroll for 2024 to continue to participate.

Whether you've got a crew or it's just you, we've got spots for 2-10 people anytime between 2 pm and 5 pm. And guess what? Your time is your own—drop by for as long as you can. Plus, if Thursdays in November sound better, they could use a hand moving things around in their warehouse in Allentown, NY.
